2019-20 ‘Work Team’ Officiating Requirements

 

Certification Requirements

 

  • U13 & under (no matter which tournament they play)

    • A minimum of 4 players from each team must be certified as officials

    • Certified players may serve as scorer or R2, a certified coach or certified parent must be R1 for ALL matches

    • Parents may complete the official’s certification process and serve as R1, R2, scorer, or sit at the scorer’s table to assist players

      • Parent must have a current USAV membership ($65)

      • Parent must complete the USAV background screening ($19)

      • Parent must complete the USAV SafeSport course

    • A certified USAV adult must be at the table at all times (ex:  coach, assistant coach, parent)

      • A certified U16 or older player within the club (or sibling in another club) may sit at the table provided the team’s coach is court side serving in some other capacity. 

  • U14 & U15

    • A minimum of 4 players from each team must be certified as officials

    • Certified players may serve as R1 during pool play, provided a certified coach serves as the R2

    • Certified coaches must be R1 for all 1 vs 2 pool play matches and bracket or cross-over matches, a certified player may serve as R2 during these matches.

  • U16 & Up

    • A minimum of 4 players from each team must be certified as officials

    • Certified players may serve as R1 and/or R2 for all matches (pool play & bracket or cross-over matches)

    • Certified coaches must be at the scorer’s table if players serve as both R1 & R2 during a set/match

  • Coaches

    • All 1st year USA Volleyball coaches must attend on-the-court certification conducted by the region

    • All 1st year USA Volleyball coaches must complete the on-line official’s certification course or attend a club-hosted in-house training session

    • All other coaches must complete the on-line certification course or attend a club-hosted in-house training session

    • All coaches must complete the USAV SafeSport course

    • All coaches must compete the USAV IMPACT course or be CAP certified

    • A coach or certified JRP (from the designated work team’s roster) must officiate the final round of pool play.

  • First Year USA Volleyball Coaches On-The-Court Officiating Certification

    • Certifications will be conducted in conjunction with December Friendship Tournaments

    • Coaches will be certified performing R1, R2, and scorekeeping duties

    • Coaches will not be certified while performing coaching responsibilities

    • Webpoint registration will be available the second Monday in November

    • Certification cost is $10 per coach

    • Certification is not required for juniors serving as assistant coaches

    • Certification is required PRIOR to being added to a team roster

 

Training Options:  In person, on & off the court training, on-line, or a combination

 

 

  • Clubs may choose to train the entire club using the online course work.

  • Clubs may request a PSR official to observe any player(s), coach(es), or U13 & under parents as an R1/R2/scorer during a club-run scrimmage AFTER said participants have completed the required official’s certification course.  The club will pay the clinician $50 + mileage.

  • Clubs may request in-person training by a certified PSR official at a location designated by the club.  The official will be paid $100 (per 25 participants) + mileage by the club at the time of the clinic.  Clubs can choose this option in addition to the club scrimmage or on-line training course.

    • Clubs choosing this option must provide a classroom type setting equipped with a computer, internet access, and a projector for the clinician to use

    • The club will provide all necessary hard copy training materials

    • All participants must register in Webpoint 24-hours prior to the clinic date.  There will be no walk-up registrations authorized

    • Club Director must request the region office to create the clinic registration in Webpoint.  Online request form is located at:  https://www.psrvb.org/in-house-work-team-training

    • A printed Webpoint roster will be provided to the clinician by the club director.  Attendees must sign the roster and the clinician or club director must email the signed roster to office@psrvb.org upon completion of the clinic.

  • Clubs may choose to conduct their own in-person/on-the-court training, provided the club has a certified trainer to conduct the training. 

    • All participants must register for in-person/on-the-court training in Webpoint 24-hours prior to the clinic date.  There will be no walk-up registrations authorized

    • Club Director must request the region office to create the clinic registration in Webpoint.  Online request form is located at:  https://www.psrvb.org/in-house-work-team-training

    • A printed Webpoint roster will be provided to the club trainer by the club director.  Attendees must sign the roster and the trainer or club director must email the signed roster to office@psrvb.org upon completion of the clinic

    • The club trainer will have the flexibility to conduct the training as s/he sees fit, ie. in class room, on the court, or a combination of both

    • The onus is on the trainer to certify all participants are qualified to officiate and keep score.

 

NOTE:  If the region office receives documented concerns regarding a certified work team (coach, player, or parent), the club director will be contacted and the named individual(s) will be evaluated at the next tournament appearance by the site DO.  If continued concerns are received, the named individual(s) may be required to complete additional on-line or in-person coursework as determined by the Officials Chair.
