Each season, the PSR and USA Volleyball updates existing forms and adds new forms relevant to our officials. Officials may use this section to download the current forms applicable to them and find many helpful officiating resources. 

Things to do if you want to become a USAV Rated Official

1. Attend the PSR Annual Officials Meeting

The meeting was held 5 Nov 2023.  If you missed the meeting contact Steven Petesch at officialschair@psrvb.org for information.


2. Purchase a USAV membership

If you are purchasing a membership for the 2023-24 season, make sure the membership has "23-24" at the beginning of the title.

If you serve as a club coach or club administrator AND an official you do not need to purchase a membership to officiate, you will use your club coach or club administrator membership for BOTH.

If you are a returning member, click the link above and use your SportsEngine account credentials to purchase this year's membership.  Do not create a new account.  Use the same email as last year, if you forgot your password, you can reset it instantly.  If you forgot which email you used, the system will help you find your account.  Please do not create a new account.

If you are a new member, the purchase process will direct you to create a SportsEngine account. 


3. Review the PSR Officials Handbook & Complete the Acknowledgement


4. Complete the Officials Contract


5. Complete the W9


6. Complete the Concussion Training

All Officials must be familiar with the USAV Concussion Action Plan.

If you are a WIAA official, we will accept a copy of your current WAO Concussion training.

If you are not a WIAA official, you will need to complete the NHFS Concussion training.


7. Set up your PSR Arbiter Account Access

All PSR Officials are assigned and paid through Arbiter.

Once you have completed steps 1-7, the Officials Chair will request the Assigner create your PSR access.  You will receive an automated email from Arbiter to complete the account set-up process. 


8. Complete USAV Online Training

The rules of volleyball allow officials to address on-court behavior from players or coaches by issuing sanctions and point penalties (yellow cards, red cards).

The purpose of the Purple Card Policy is to give officials and tournament staff another tool to address behavior from spectators.

The goal of this policy is to help preserve a respectful, positive, safe, and fun playing environment and keep the focus on the athletes. This is in addition to all other tournament- and facility-specific policies in place at PSR-sanctioned events, including the Parent/Spectator Code of Conduct.
